Procurement Planner (1494)
OVERVIEW:
Plans the procurement cycle, procures basic to moderately complex goods and services, and maximizes cost savings and cost avoidance efforts by utilizing negotiation skills and effective project management. Controls the supply chain management flows of goods and services to end-users, provides materials management services, executes procurement agreements and stand-alone procurement administration, and all other activities associated with the assigned commodity at the Material Services Group (MSG) or Procurement Group (PG) level and as per the Supply Chain Management Manual (SCMM) Authority Table.
SCOPE:
Serves Saudi Aramco (SAO) customers worldwide and Aramco Services Company (ASC) and subsidiaries in North America.
PRINCIPAL DUTIES:
- Review requisitions and process purchase orders to ensure accuracy and compliance with procurement policies.
- Negotiate pricing, terms and conditions with vendors to secure cost-effective and timely delivery of goods and services.
- Writes procurement plans, reviews and awards recommendations subsequent to approval by the management of the Company.
- Conducts negotiation meetings and uses cost analysis and different commodity price indices to maximize value out of the negotiation with suppliers, manufacturers, and agreement holders.
- Evaluates the lowest total cost of acquisition and ownership for materials and services.
- Processes requisitions into procurement instruments in order to supply cost-efficient value-added goods and services according to requirement date, customer requirements, and engineering and inspection requirements within the assigned MSG, PG or Service Supply Group (SSG) as per the financial authority in the Supply Chain Management Manual (SCMM) including Trade Compliance procedures.
- Engages in strategic sourcing activities within the assigned MSG(s) and PG(s) to provide supply management of goods and services from sources of manufacture that lower the total supply chain costs to the company.
- Engages in trade compliance activities within the assigned MSG(s) and PG(s) to ensure suppliers input for all commodity subject for trade compliance review as per SCMM.
- Supports company initiatives with procurement related tasks under the direction of P&L management. Recommends procedure improvement changes.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS:
- Bachelor's degree in Supply Chain Management (SCM), Purchasing, Materials Management, Business, Operations Management, Engineering, Computer Science, MIS or closely related Degrees. MBA or graduate-level degree in Supply Chain Management, Engineering, or Operations Research is desirable.
- Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) or Certified Supply Chain Professional (CSCP) by APICS; with one (1) each being desirable.
- Certified in Production & Inventory Management (CPIM) by APICS is desirable. Equivalent certifications from the ISM, APICS or CIPS are acceptable.
- Good working knowledge of sources of supply and the suitability of materials in Oil and Gas related equipment/materials.
- Ability to analyze various factors, be alert to shifting conditions in the marketplace, and use good judgement to make sound recommendations and decisions.
- Proficient with business software applications.
- Typically, at least four (4) years SCM experience using SAP within a Petrochemical Operating Company, Manufacturing Plant Operation, or Engineering-Procurement-Construction (EPC) Environment as a Procurement Planner in an Operational-Manufacturing setting or as a Contract Representative in a Project-Procurement-Management organization; or other related material activities.
- Must be able to comprehend and communicate accurately, clearly and concisely in English.
