Planning & Programs Analyst (310445)

Located in a city known for its rich technology and innovative leadership, our Boston Research Center sits adjacent to the Massachusetts Institute of Technology (MIT). The center conducts research in computational reservoir modeling and nanotechnology and develops advanced materials science and separation technology systems.

Basic Function

Provide staff assistance to a Department Manager, Division Head or Planning & Programs Analysts I and II for departmental/division program activities.  This includes contracts, cost, budgets, accountability, performance indices and relevant business programs. Assist technical projects leader in managing a highly visible technical project involving domestic and international teams.

Duties & Responsibilities

  • Coordinate research and development projects with local and international universities, service companies, and other third party entities
  • Coordinate the preparation of routine and special reports for department management review and approval
  • Work with corporate groups in maintaining overall business systems to assist department or division heads in keeping operations, manpower, and financial budgets within established programs and standards
  • Conduct studies relating to organization business activity/productivity, effective utilization of funds and resources or other areas of concern
  • Develop and maintain statistical reports, cost control measures, and scheduling programs for management purposes
  • Assist the Department Manager or Division Head in conducting detailed analytical work, produce charts and graphs, and organize relevant data in preparation of management requested reports; study and analyze such possibilities as cost reductions, improving manpower utilization and related areas
  • Assist project leader with day to day office work, such as managing local and overseas team activities, arranging business meetings, recording minutes, issuing and distributing meeting minutes and publishing and distributing the technical project reports within the company
  • Serve as an Advisor in assisting Division Heads and other supervisory staff in details of operating plans, manpower/expenditure budgets, performance review, accountability reports or policy or procedural changes such as those in the accounting system, budgeting, timekeeping or employee relations
  • Handle contract work such as auditing invoices from contractors, interpreting contract provisions, checking for accuracy, recommending corrections; monitor contractor performance for compliance or provide assistance and support in procurement
  • Provide and record operations performance data with particular emphasis on trends
  • Conduct periodic audits or operational reviews compiling and reporting statistics; discussing with supervisors apparent discrepancies and resolve them
  • Maintain records; initiate or process necessary forms and report as necessary
  • Direct work of subordinates as/when appropriate
  • Perform all other special complex or confidential projects as assigned

Education and Experience

  • Bachelor's Degree in Accounting, Finance, Economics, Business Administration, or closely related specialty required; degree in a technical field such as chemical engineering, petroleum engineering, or mechanical engineering is preferred; MBA or CPA is highly desirable
  • Eight (8) years diversified accounting, budget preparation, cost control, project management or other closely related experience required; a minimum of two (2) years of company related work required, three (3) years preferred
  • Experience with a project management software such as Plainsware, and general knowledge of the oil and gas industry and cultural acquaintance with the Middle East is a plus
  • Knowledge and experience in project economics, rate of return calculations and risk analysis, intellectual property, copyrighting, and patent applications is highly desirable
  • Must be able to communicate and comprehend accurately, clearly and concisely in English at a level required to perform the job as outlined
  • Specialized knowledge of statistical and financial analytical tools company planning, budgeting, accounting, personnel administration and cost control activities is highly desirable
  • Must possess good work habits, a strong work ethic, and be able to adhere to company work hours, policies, and standard business etiquette
